President Donald Trump faced a legal setback Tuesday as a federal appeals court denied his emergency request to reinstate a government-wide spending freeze. In a brief ruling, a three-judge panel from the First Circuit Court of Appeals rejected Trump’s appeal to halt an earlier order requiring federal agencies to resume funding operations.

The decision upholds a lower court ruling that blocked Trump’s executive order, which had attempted to impose a sweeping pause on government spending. “We assume we have jurisdiction,” the court stated, citing legal precedent from 2023. “And we deny the motion for an administrative stay without prejudice.”

The ruling means that Trump’s effort to cut off government funding remains blocked for now, dealing a blow to his broader push for tighter fiscal control. The case marks another legal challenge to Trump’s executive actions, which have faced resistance from both lawmakers and the judiciary. The spending freeze, which Trump implemented through an executive order earlier this year, was part of his broader agenda to curb federal expenditures.

However, opponents argued that the freeze disrupted critical government functions and violated constitutional spending authority. The appellate court has now set a deadline for both sides to submit further legal arguments. The parties have until Thursday afternoon to file “any further memoranda in support of their positions,” leaving open the possibility of additional legal battles in the coming days.
